Delhi, long plagued by hazardous air quality, is taking a decisive leap with its Air Pollution Mitigation Plan 2025. Starting November 1, 2025, the city will enforce strict vehicle entry norms to curb emissions and improve public health.
🔍 What’s Changing?
Under the new policy titled “Shuddh Hawa Sabka Adhikar – Pradushan Par Zordar Prahar”, only the following commercial vehicles will be allowed entry into Delhi:
- BS-VI compliant vehicles
- CNG-powered vehicles
- Electric vehicles (EVs)
All other commercial vehicles, especially older diesel and petrol models, will be banned from entering the city limits.

To enforce this, Automatic Number Plate Recognition (ANPR) cameras will be installed at all entry points and petrol stations. These will detect non-compliant vehicles and issue alerts and fines automatically.
🌫️ Why This Move?
Vehicular emissions are the largest contributor to Delhi’s air pollution, accounting for nearly 40% of the total pollution load.

The government aims to:
- Reduce PM2.5 and PM10 levels
- Improve life expectancy
- Cut down economic losses due to pollution (estimated at ₹1 lakh crore annually)
📅 Key Dates to Remember
- June 3, 2025: Policy announced
- November 1, 2025: Entry restrictions begin
- January 1, 2026: Full enforcement with penalties
👥 Who Will Be Impacted?
The new vehicle restrictions will affect a wide range of stakeholders. Here’s a breakdown of the pros and cons for each group:
Group | Pros | Cons |
---|---|---|
Commuters | Cleaner air, reduced traffic congestion | Initial confusion, need to adapt to new commuting options |
Commercial Vehicle Owners | Incentives for upgrading to cleaner vehicles, lower fuel costs | High upfront cost for vehicle upgrades, compliance burden |
Environment | Significant reduction in emissions, improved biodiversity | Short-term disruption in logistics and transport |
Government | Improved public health, global recognition for climate action | Enforcement challenges, potential pushback from affected industries |
🏙️ Additional Measures in the Plan
Apart from vehicle restrictions, the plan includes:
- Dust Control: 200 road sweepers, 70 electric litter pickers, 1,000+ sprinklers
- Construction Compliance: Mandatory registration and AI-based dust monitoring
- Green Cover: 7 million saplings under “Ek Ped Maa Ke Naam”
- Innovation: Pilot project for cloud seeding to induce artificial rain
✅ Final Thoughts
Delhi’s 2025 vehicle movement restrictions are a landmark policy shift. While the transition may be challenging, the long-term benefits—cleaner air, healthier citizens, and a more sustainable city—are well worth the effort.
